The fed is the “federal” reserve which has federal reserve banks, which makes notes that becomes part of the backings banks hold in part of the “money market” along with banker’s notes and short term papers. It is a independent branch of the government so the economy isn’t effected by the election cycle, much like the judiciary branch, and has nothing to do with private banks.
