I think you mean “reducing dependency on foreign revenue sources.” or
“reducing spending on foreign goods and services.” or even “improving reliance on domestic [or internal] means of production and sustainability.”

I would suggest “cutting the demand for foreign exchange” or less ambiguously, “for foreign currency”.
